Eastern States Recognize Importance Of Reducing Greenhouse Gases

Eleven states along the Eastern Coast of the United States have signed an agreement to develop a “low carbon fuel standard” that stretches across the region. Low carbon transport fuels include those vehicles using hydrogen fuel cells, electric hybrids, ethanol (especially plant-based cellulosic ethanol), and biodiesel. This agreement is a concerted effort by the states to reduce greenhouse gas emissions.

The states of Connecticut, Delaware, Maine, Maryland, Massachusetts, New Hampshire, New Jersey, New York, Pennsylvania, Rhode Island, and Vermont are involved. The effort consists of a combined attempt at a standard regulation that can be used to benefit each state. These eastern states are relatively small in physical size in comparison to the majority of states in the U.S. Therefore, it is convenient and efficient for them to work together on a plan to foster clean energy development.

These same 11 states are currently partnering in the Regional Greenhouse Gas Initiative (RGGI). The RGGI is a pioneering effort to put into action the first binding cap-and-trade program to reduce greenhouse gases in the U.S. The philosophy is that each state establishes limits of carbon dioxide emissions from electric power plants that are allowable. Carbon dioxide allowances and auctions are recognized. The states work together to provide a draft framework for the rules and regulations.

The goals of the agreement, besides reducing greenhouse gas emissions, include advancing the development of clean energy technologies and reducing the country’s dependence on oil. Low carbon fuel standards (LCFS) are anticipated to assist in protecting the environment and helping stimulate economic growth at the same time.

The governors of these 11 states have recognized the need for change. Massachusetts Governor Deval Patrick initiated the letter of agreement in June 2008. Each governor responded enthusiastically. The State of Pennsylvania endorsed the Climate Change Act recently which established a committee to report on issues involving climate change and the economic impacts from them. The saying is true: Working together, we can make a difference.
