An Insider's Look at Financing Green Energy


Yahoo! My Web The state of California has awarded contracts to solar power energy plants for the production of over 8,600 megawatts of green energy to power the state's utilities. Little information was given to the press until the California Public Utilities Commission approval of the purchase of two 25 year contracts or 310 megawatts of solar electricity between BrightSource Energy and Pacific Gas & Electric drew attention to the state's purchasing of green energy. BrightSource Energy builds solar power plants, and their company is headquartered in Oakland, California.

The company BrightSource Energy is building two solar thermal power plants in the Mojave Desert. The contracts that were awarded on Thursday between Pacific Gas & Electric were for the purchase of a total of 1,310 megawatts of electricity. Pacific Gas & Electric also approved paying a higher price for the electricity if BrightSource Energy fails to get Department of Energy financing to construct the two energy plants.

Further attention was drawn to the state's purchase of more green energy when a consumer's advocate group Division of Ratepayer Advocates protested Pacific Gas & Electric's agreement to pay more for the electricity if BrightSource Energy failed to get loan guarantees from the Department of Energy. They argued that Southern California Edison did not make such a deal with BrightSource Energy, and they are also consumers of the company's electricity power. Further concessions made by California's Utilities Commission is to begin paying BrightSource Energy royalties for their technology. The company BrightSource Energy refuses to discuss any part of their contracts with the State of California Public Utilities Commission.

The State's Public Utilities Commission spokesperson Jennifer Zerwer did say that this agreement between Pacific Gas & Electric to pay royalties to BrightSource Energy was the first of its kind and the first time that Pacific Gas & Electric has agreed to pay royalties to its electric power producers. Jennifer Zerwer also said that she could not inform the press if the royalties agreement had anything to do with the cost of the actual electricity that is to be paid to BrightSource Energy. Mrs. Zerwer further explained in an email that she was not permitted to disclose the contracts provisions.
